Guidelines for Citizens

Accidents and Injuries (Trauma)

In case of major injury or accident where the person need immediate first aid, either call Centralized Accidents &Trauma Services (CATS) or Police control room or the Ambulance or take the person to the nearest hospital or to Sushruta Trauma Centre behind IP College. Major Hospitals where CT scan with intensive care (ICU) facilities with ventilator support are available:

• Safdarjang Hospital  
• AIIMS  
• Hindu Rao Hospital,
• Civil Lines  
• Deen Dayal Hospital,
• Hari Nagar

• In Guru Teg Bahadur Hospital, Dilshad Garden (intensive care facilities with ventilator support without CT scan)
•   GuruNanak Eye Centre - for Eye related trauma

Burns

In case of Burns, take the patient to any of these hospitals :

Drowning

In case of drowning, call the Fire Service (101) or Police Control Room (100) or Centralised Ambulance and Trauma Services (1099) for help and take the patient to any one of the above hospitals.

Any person can take the injured person to any hospital and it will not be mandatory for him/her to reveal his/her identity. No Hospital or nursing home, private or government can refuse emergency treatment even if the case is indicated as medicolegal case according to a supreme court judgement. The doctor attending first in such cases will exactly record the findings and provide them to the authorities as and when required.

Dog Bite & Snakebite

Dog Bite
In case of dog bite wash the wound liberally with water and soap and take the person to the nearest Delhi Government Hospital for treatment of the wound. Rabies vaccination is available free at all Delhi Government hospitals.

Snake Bite
Snake bite is an emergency and the person bitten should be taken immediately to the hospital. Treatment for Snake bite is available free in all Delhi Government hospitals.

Unconsciousness

Any type of unconsciousness is a medical emergency and requires immediate medical care. The unconsciousness may be a result of Injury or trauma, or poisoning or other diseases like cerebrovascular accidents, hypertension, diabetes mellitus etc.
In case of unconsciousness, take the patient to any of the nearby hospitals where emergency services are available.

• Heart Attack
• The symptoms of heart attack (Myocardial Infarction) are:  
• Severe pain / pressure in chest  
• Breathlessness, sweating and cold extremities  
• Immense Anxiety  
• Sudden unconsciousness

A patient having symptoms of heart attack may be taken to the following hospitals where Intensive Cardiac Care (ICCU) facilities are available:

• Guru Teg Bahdur Hospital, Shahdara  
• Ram Manohar Lohia Hospital, New Delhi  
• Sucheta Kriplani Hospital, Panchkuian Road  
• AIIMS

• ESI Hospital, Basai Darapur  
• Deen Dayal Hospital, Hari Nagar

Any other Medical Emergency

During dispensary hours (8.00 Am to 2.00 PM) contact the nearest dispensary or outside dispensary hours take the patient to the nearest hospital.

Outbreak of Diseases

Contact the nearest health facility or the District Nodal Officers of the area for reporting any outbreak of disease (a large number of cases of the diseases in the area) that is likely to be epidemic prone for example, measles, chickenpox, dengue haemorrhagic fever, cholera, jaundice (viral hepatitis) etc. For dengue haemorrhagic fever one can also contact the National Institute of Communicable Diseases at 22, Shamnath Marg directly.

Regional Blood Transfusion Centres

There are five regional blood transfusion centres in Delhi where one can donate and get blood at the time of need.

Blood Examination for Malaria Parasite

Available free in all Hospitals and Malaria Clinics operating in Dispensaries

Sputum Examination for Tuberculosis

Available free in all Hospitals and DOTS centres

Timings

CATS/Ambulance

Services of the CATS/ Ambulance are free in emergencies. However, payment has to be made if it is not an emergency. The paramedics in the CATS/Ambulance van will decide this.

X Rays

Available only in hospitals and is free of charge

CT Scan

Available at the subsidized cost in government hospitals
